Brunei reaffirms regional science, technology ties

The 90th ASEAN Committee on Science, Technology and Innovation (COSTI-90) Meeting and related meetings were held from October 14-15, 2026 at Furama Resort Danang, Da Nang, Vietnam.

Brunei Darussalam’s participation reflects its continued commitment to strengthening regional cooperation in science, technology, and innovation (STI), while exploring collaborative opportunities that can support the development of the country’s STI capabilities and priorities.

The meeting was chaired by Director General of the Department of Science at the Ministry of Education and Sports of the Lao PDR Souksavath Sihapanya, in his capacity as Chair of COSTI. The meeting was attended by representatives of ASEAN Member States and the ASEAN Secretariat.

COSTI-90 served as a platform for ASEAN Member States to coordinate priorities, review progress on joint initiatives, and identify new opportunities to strengthen the regional STI ecosystem.

Discussions covered research cooperation, capacity building in deep and emerging technologies, technology transfer, human capital development, and collaboration with ASEAN Dialogue Partners.

These efforts are important in supporting the implementation of the ASEAN Plan of Action on Science, Technology and Innovation (APASTI) 2026–2035 and contributing to an innovative, competitive, and knowledge-based ASEAN under ASEAN Vision 2045.

Among the key matters discussed was the implementation of the 2026 Priority Economic Deliverables, comprising the ASEAN Declaration on the Advancement of Space Science, Technology and Innovation Cooperation and the Regional Programme for Science, Technology and Innovation on Artificial Intelligence (AI) (Phase 1 – Health Science and Technology).

The meeting also noted the progress of the ASEAN-Korea High-Performance Computing (HPC) Infrastructure, which provides shared computing facilities to support research and capacity building in advanced computing.

The meeting discussed progress in the implementation of APASTI 2026-2035, initiatives under the ASEAN Science, Technology and Innovation Fund (ASTIF), and progress reports from the five COSTI Sub-Committees, which contribute to strengthening coordination and the implementation of ASEAN STI cooperation.

As part of its contribution to the regional STI agenda, Brunei Darussalam also put forward a proposal to develop an ASEAN Quantum Action Plan (AQAP) to promote ASEAN cooperation in quantum technology.

The proposal reflects Brunei Darussalam’s recognition of the importance of quantum technology as an emerging field with the potential to transform computing, secure communications, and a wide range of scientific and industrial applications.

Given that quantum technology development requires specialised expertise, sustained research, and investment in capacity building, regional cooperation can provide opportunities for knowledge sharing, joint research, and the gradual development of expertise.

Through the proposed AQAP, Brunei Darussalam hopes to contribute to ASEAN’s efforts to raise awareness and preparedness for quantum technology, while exploring collaborative approaches that are appropriate to the respective levels of development and capabilities of ASEAN Member States.

Brunei Darussalam, as the Country Coordinator for ASEAN-European Union (ASEAN-EU) STI Cooperation, also presented a progress report highlighting various initiatives, including ASEAN-EU ELEVATE, the ASEAN Science Diplomacy Roadmap, and the STI Talent Mobility Dialogue (DESTINY).

These initiatives aim to strengthen cooperation between ASEAN and the European Union in science, technology, and innovation, including through the sharing of expertise, talent mobility, knowledge transfer, and enhanced collaboration among research institutions and universities.

Brunei Darussalam’s participation in COSTI-90 also forms part of its broader efforts to strengthen the foundation for developing the National Science, Technology and Innovation (STI) Strategy Framework.

Engagement in regional discussions and initiatives enables Brunei Darussalam to keep abreast of technological developments, understand ASEAN’s shared priorities, and identify collaborative opportunities that could be leveraged to develop the country’s STI capabilities.

Developments in areas such as High-Performance Computing, AI, space technology, and quantum technology provide valuable inputs for considering national priority areas, human capital development, research strengthening, and linkages between research institutions and industry.

At the same time, the experiences and practices of other ASEAN Member States can help inform the development of approaches suited to Brunei Darussalam’s needs and capabilities.

Through active participation in COSTI and ASEAN STI cooperation, Brunei Darussalam aims to ensure that the development of its national STI landscape not only addresses domestic needs and aspirations, but also takes into account regional collaboration opportunities and global technological developments. This approach is important in strengthening an STI ecosystem that supports research, promotes innovation, increases technology adoption, and contributes to sustainable national economic development.

On the sidelines of the meeting, the Ministry of Transport and Infocommunications (MTIC) also arranged a visit to the Da Nang Intelligent Operations Centre (IOC), a smart city operations centre that leverages digital technologies and data analytics to monitor urban conditions and provide valuable information and insights to stakeholders in support of planning, coordination, and decision-making.

The visit aimed to provide the Brunei Darussalam delegation with insights into Da Nang’s approaches and best practices in utilising data and technology to support smart city management, as well as to explore experiences that could serve as useful references in the development of digital and smart technology initiatives in Brunei Darussalam.

Leading the Brunei Darussalam delegation to COSTI-90 was Permanent Secretary at the MTIC Haji Mohammad Nazri bin Haji Mohammad Yusof.

The national delegation also comprised senior officials from MTIC, the Brunei Darussalam Meteorological Department, Authority for Infocommunications Technology Industry of Brunei Darussalam, Universiti Brunei Darussalam and Universiti Teknologi Brunei. – James Kon
